Nebius Group NV (NBIS) shares jumped as much as 10.3% after winning Independence, Missouri City Council approval for its largest U.S. AI facility. The "Project Independence" campus will operate at 1.2-gigawatt capacity—enough to power a small city—backed by Chapter 100 tax incentives.

CEO Arkady Volozh called it a milestone for the AI infrastructure firm, which reported $530 million 2025 revenue (up 479% YoY) but remains unprofitable. Analysts see 55% upside to $155/share.

The project underscores the scramble for energy-intensive computing hubs as AI demand explodes. Missouri’s incentives reflect growing regional competition to attract tech megaprojects.
